MEMBERSHIP
  1. The membership shall consist of:

(a) Individual members as hereinafter provided
(b) Affiliated members as hereinafter provided
(c) Honorary Life Members as hereinafter provided
(d) Honorary Life Presidents as hereinafter provided
(The title of President is referred to in Clause 33).

  1. The following shall be eligible to be elected as an individual member namely:-

    1. Any individual who is an official fully qualified as such by the Association;

    2. Any individual who has represented Jamaica as an athlete, athletics official or athletics coach in either the World Olympics, Pan American Games; Commonwealth Games, Central America and Caribbean Games, Central American and Caribbean Senior Athletics Championships, the International Amateur Athletic Federation’s World Cup or the International Amateur Athletic Federation’s World Championship;

    3. Any individual resident in Jamaica to whom has been issued a National Coaching Certificate by the Association or who holds a physical education degree or other coaching certificate acceptable to the Association.

    4. Any individual resident in Jamaica endowed with a special skill or skills as determined by the Committee and who has actively demonstrated over a period of at least five (5) consecutive years by voluntary use of such skill or skills particular interest in developing or promoting track and field athletics in Jamaica or in assisting Jamaican track and field athletes.

  1. Save as in hereafter in this Clause provided every club, society, school or association or other body of persons demonstrating actively an interest in amateur athletics as determined by the Committee shall be eligible to be elected as an affiliated member provided however that where any such club or society or school or other body of persons as aforesaid is itself associated with an association which is a member of the Association such club or society or school or other body of persons shall not be eligible for admission as a member of the Association and, if such club, or society or school or other body of persons is a member of the Association it shall, on the election to membership of the Association to which it is associated, cease to be a member of the Association.

  2. The Members in general meeting may appoint such individuals having regard to the services of such persons to amateur athletics in Jamaica or to the Association as they may deem fit from time to time as Honorary Life Members of the Association. An Honorary Life Member shall have the right to attend all meetings of the Association and to exercise all rights and privileges as if he were an individual member of the Association but such person shall not be required to pay any annual subscription.

a. The Members in general meeting may appoint such individuals having regard to their services to amateur athletics as members may deem fit from time to time as Honorary Life Presidents of the Association. The nominee for the Award of Honorary Life president should:

(i) have been a member of the Association for at least ten (10) years prior to the date of the nomination for the Award:

(ii) have served at least two (2) consecutive terms as President;

(iii) prior to becoming President have served at least four (4) terms as an Officer (Vice-President, Secretary, Assistant Secretary or Treasurer);
(iv) have given voluntary service to an international track and field organisation. Nomination of the Award shall be made by resolution originating either with:

(i) an ordinary member in general meeting for consideration by the Committee of Management referred to in Clause 33; or

(ii) the Committee of Management; and eventually brought before an Extra-ordinary General Meeting and passed by not less than three-fourths of the number of members present and entitled to vote at that meeting, notice of which should be given not less than twenty-one (21) days prior to the meeting, duly specifying the intention to propose the resolution. The Award shall be presented to an Honorary Life President at a public function arranged for the purpose by the Association. An Honorary Life President shall:

(i) not be required to pay any annual subscription;

(ii) have the right to preside over any meeting of the Association on invitation of the President where it may be practical to do so;

(iii) have the right to preside over meetings of ex officio members that may be called for any purpose consistent with the provisions of the Constitution;

(iv) have the right to accompany national athletic teams in an official capacity and to attend Congressional meetings and to be accorded V.I.P. status on the recommendation of the Committee.

  1. Except as provided in Clause 6 hereof each candidate for election to membership must be proposed by a member of the Committee and seconded by another member of the said Committee. The name of the Candidate shall be notified by circular to each member of the said Committee other than ex officio members at least ten days before the ballot takes place.

  2. The annual subscription for each individual member other than an Honorary Life Member and an Honorary Life President is Twenty Dollars ($20.00) or such other sum as a majority in general meeting shall determine payable in the case of a candidate for election to membership of the Association at the time when application for membership is received by the Committee and in the case of other members not later than the 30th September in each year.

  3. The annual subscription for each affiliated member (other than an association) shall be as follows:-

a. where the membership does not exceed fifty, the annual subscription shall be Sixty Dollars ($60.00) or such other sum as a majority in general meeting shall determine;

b. where the membership exceeds fifty but does not exceed one hundred, the annual subscription shall be Eighty Dollars ($80.00) or other sum as a majority in general meeting shall determine;

c. where the membership exceeds one hundred, the annual 1995 subscription shall be Two Hundred and Fifty Dollars ($250.00) or such other sum as a majority in general meeting shall determine. In each case the annual subscription shall be payable in the case of a candidate for election to membership of the Association at the time when the application for membership is received by the Committee and in the case of other members not later than the 30th September in each year. Any member whose subscription is unpaid shall be allowed three (3) months grace period during which he may show in writing to the Committee good cause for non-payment provided that otherwise he shall be considered to have relinquished his membership in the Association on default.

  1. The annual subscription for each affiliated member which is an association shall be One Thousand Dollars ($1,000.00) or such other sum as a majority in general meeting shall determine payable in the case of a candidate for election to membership of the Association at the time when the application for membership is received by the Committee and in the case of other members not later than the 30th September, in each year.

  2. For the purpose of clauses 5, 9 and 10 hereof, an association shall be any organisation or other group containing more than one club, society, school or other body of persons or comprising officers or employees of more than once club, society, school or other body of persons or any government department or agency responsible for having the control or direction or guidance of any of the officers of more than one club, society, school or other body of persons.

  3. A candidate for election as an individual member or as an affiliated member shall be balloted for by the Committee at any ordinary meeting of the Committee. There shall be not less than seven members of the Committee present at any such meeting and the votes of one-fourth of the members of the Committee present against a candidate shall exclude.

  4. Any member wishing to resign his membership of the Association shall give notice in writing of his intention so to do addressed to the Secretary at least ten clear days before the 30th September of any year failing which such member shall be liable to pay the subscription for the ensuing year provided that the Committee of the Association may accept shorter or other notice or dispense entirely with notice if the circumstances of the case shall in its discretion warrant.

  5. Fourteen (14) days notice to individual and affiliated members shall be given by publication of an advertisement at least once in a daily newspaper printed and circulating in Jamaica stating the annual subscription renewal date and in such other manner (if any) as may be determined by the Committee.

  6. If any member shall, in the opinion of the Committee have been guilty of any improper or dishonest conduct or behaviour at any athletic meeting or any other place under the auspices of the Association, of if he shall have failed to observe or shall breach any punishment imposed on him by the Committee or if he shall have aided or abetted or counselled or procured any failure to observe by any person who is subject to the control or jurisdiction of the Association of any punishment imposed on such person by the Committee, the Committee shall have the power either to suspend such member for such period as it may think fit or to expel him from the Association.
